In the House of Commons, the Premier, Mr. Stanley Baldwin, made his eagerly awaited state ment. He announced that the Government was willing to assume the responsibility of preparing a draft reply to the German note, the suggestions in which, whether they were adequate, or not, should not be ignored. The Government had in- formed the French, Belgian and Italian Govern-with our own. ments accordingly.

Referring to the German note, Mr. Baldwin said we were unable to agree that correspondence of this nature should be wholly one-sided or proposals Mr. Baldwin said they would submit the reply which might he found to contain the germs of with the least possible delay to the Allies for their possible settlement should be treated with indiffer consideration and remarks, and he indulged thence. We hold that they should be examined and explored in order to discover whether it would be premature to discuss them at this stage. In the House Lords, Lord Curzon's statement was precisely similar to Mr. Baldwin's. It was punctuated by a considerable amount of applause.
Lord Grey expressed approval of the policy disclosed. Ho. said he was gratified at its very friendly tone towards the Allies and especially France, but he could not conceal from himself the fact that it was most gravo in substance. He em- phasised that the recovery of Europe was impossible without Anglo-French co-operation.
