The Federation of British Industries, in the course of representations to the Foreign Office urged that drastic action is imperatively necessary to protect the legitimate trade interests of both Chinese and foreigners.
The first step inust be to secure the main trade routes from interference by bandits and rebels or irresponsible local authorities. The Federation suggests that special gendarmerie might be institut- ed.
