At a meeting of the Opium Commission of the League of Nations, Mr. Stephen Porter, President of the Foreign Affairs Committee of the American House of Representatives, proposed that the employ.. ment of opiate products for other than medical and scientific purposes should he illegal, and in order to void abuse of these products, the production of raw opium should be controlled so that there should be no surplus available for non-medical and non-scientific purposes.
