NORTHERN BANDIT OUTRAGE.

An important meeting of the held this diplomatic Corps was morning at which it is understood the Ministers discussed the "sanc ́tions" which should be imposed on the Government in view of the fact that the captives had not been re- leased by midnight on May 12 when the three-day ultimatum expired. The Doyen called on the Waichiao- pu (Foreign Office) this afternoon and informed them of the sanctions. It is understood he also informed the Government that the Diplomatic Corps insist that immediate elepa be taken to reinforce the police and troops on all important milways in order to safeguard foreign life and property, the Waichiaopu to inform the corps what steps have been taken. The Corps will then appoint a Commission of Foreign Officers to investigate the measures taken, and for these officers free tramport and every facility must be given. When the investigations are completed and a report is made the Corps... will reserve the right to adopt further steps if necessary, such as advocat- ing the appointment of more police or other measures.
