Tam Cheong and Tai Lain were charged with inlawfully hoarding the &.e. "Havenstein'" in the bar- bour yesterday, without permission of the master. Both defendants plended not guilty.

A Chinese detective testified that both men had boarded the vessel; when they saw him they returned to their ampan and bid in the bold, where he arrested them.

Tam Cheong, who was very volu- ble throughout the case, said the detective was lying.

When asked by the Magistrate why they had hid in the hold, both accused claimed that they bad

accidentally slipped there.

The second défendant was cau- tioned and discharged, the Magin- trate promising to find him a job if he would refrain from asociating. with men of the stanip of Tom Cheong, who had been previously convicted and bore, according to," police testimony, a very bad record. Tam was sent to prison for one month

Sir, In the large engineering works in this Colony the workmen have suffered a good deal of in- justice at the hands of their Chin- ese foremen. During recent years these foremen have become even more oppressive. Too frequently they levy blackmail when taking| workinen into employment, requir ing each workman, to agree to pay them a certain sum daily be- fore allowing him to commenco work. A workman who agrees to the foreman's extortion is given work as often as possible. Overtime work on Sundays and at night are also given to him, be cause the more money the workman earns the more blackmail will he be able to pay the foreman. This blackmall sometimes consists of payment of a lump sum of several tens of dollars. Apprentices are not given a position until they have given a present of $50 or $60 to the foreman. Engineering fitters who are properly qualified do not submit to this kind of conduct and call the men who do "Chu Tsai" (i.c. slave coolies) because most of them are coolies or farm labourers only, and the term "Chu.Tsai" is given to them because they practically sell themselves to the forenten and help him to enrich himself. It must, however, be said that there are some foremen who are honest and just and who will not act in this underhand manner. But these are very rare. Many properly qualified fitters, on account of their opposition to the evil doings of the foremen, have incurred their displeasure and been dismissed from their work. Men who champion the cause of the oppressed have now laid the facts before the manager of a certain engineering firm in Kowloon ex- posing the evil conduct of the fore- men and the fact that certain em-| ployees are really not qualified fitters and the said Manager is now anxious to investigate the matter. If this can result in preventing the foremen from continuing to prac- tise their nefarious ways it will not only make it easier for properly qualified fitters to make a living but will also save the large eng- ineering firms from much loss.
