The British policy was fundamentally based on the entente on which alone it was likely we could build a new and stable structure. Whether in the Ruhr or at Lausanne we were consistently taking this line and should continue to observe an attitude of watchful and friendly neutrality.
Regarding the Ruhr question, the Government was willing to discuss plans about security but these could not be carried out at the cost of dismember- ing Germany or setting a new running sore in the heart of Europe. Any guarantees should preferably be reciprocal. The strain was telling severely on the resources of both parties and if pursued must imperil the future relations of two great peoples.
He was hopeful that the time would shortly arise when British influence and authority, might be usefully directed to bringing the main parties 1ogether.
BRITISH TROOPS REMAIN.
LATER. Lord Curzon intimated that the Government entirely opposed the withdrawal of the British troops which would create a feeling of positive dismay among our allies. He pointed out that the figures for British trade with Germany since the occupation of the Rhur had been considerably higher than for the corresponding period last year. Germany had shown a capacity for resistance which had surprised her opponents and her friends. The results of the occupation hitherto, though serious, had been less immediately disastrous than had been expected in many (quarters. The financial situation produced seemed fraught with the profoundest anxiety.
Lord Curzon stressed the objections to and the dangers of handing over the question to the League of Nations. He thought it might be fairly argued that the first move should cons from Gejiny,

Viscount Grey regretted that Lord Curzon had not been more hopeful regarding, the near approach of the moment when the Government would see its way to exercise its influence in connection with the Rhur policy of France. The longer it continued the worse the situation was likely to become. The one hope for security lay in the League of Nations becoming a strong reality and the inclusion of Germany therein. He suggested consideration of the possibility of using the League to give security not only to France but also to Germany.

MUELHEIM'S "RED GUARDS" OUSTED.

BERLIN, April 20.
The situation at Muelheim is described as a reign of terror. The Vossische Zeitung says that murder is common. A whole row of dead and wounded has been taken off the streets. Fugitive eye-witnesses declare that the mob completely con- trols the town. Bands of men armed with firearms and knives, etc., roam the streets. A few detectives defended the town hall which was attacked yester day evening.
The French troops are apparently adopting an absolutely passive attitude. German reports state that they have refused the request of the city authorities to allow police from other towns to en- ter Muelheim:

LONDON, April 20 The Vossische Zeitung's account of the situation at Muelhejm is apparently somewhat coloured.
Mulheim reports state that the police from other towns have succeeded in clearing out the "Red Guards” from the main part of the town.
Twenty arrests are reported. Six people were killed in the course of the disturbances..

OFFICIAL RELIGION.
CAIRO, April 20. The constitution declares Egypt, a sovereign state with a free, independent government and a hereditary monarchy. The official religion is Islam and the official language Arabic.
The constitution provides obligatory elementary education for both sexes, free in the public schools. It declares that all powers emanate from the nation.
The legislative power will be exercised by the King concurrently with the Senate and Chamber, but the King and the Chamber are alone entitled to impose increased taxes. The King can return any bill to Parliament for re-examination, but if it is voted by a two-thirds majority of each House it will become law. The King can dissolve the Chamber, He canfnominate and dismiss ministers, nominate- nd revoke diplomatic representatives on the pro position of the Foreign Minister.
The present constitution will be applicable to the Kingdon of Egypt but this provision in nowise affects Egypt's rights in the Sudan. The title which the King of Egypt will bear will be established after the authorised delegations have fixed the definite status of the Sudan,

Under the constitution the King can declare war, make peace and form alliances subject to the consent of Parliament. The constitution in nowise, affects Egypt's obligations towards foreign coun- tries, the rights foreigntrs have legally acquired in Egypt or the recognised usages or treaties.
