French relaxation of the prohibition has been made in the case of Italy and Belgium but not the United Kingdom. The proceedings are described as the most sweeping ever instituted by the Government which is making an effort to curb speculation in the necessities of life. They were decided upon after the whole subject, with the evidence, had been discussed in detail by the Harding, Cabinet and after Mr. Daugherty, who was ill in North Carolina, had approved the bill. In the complaint the latter alleges that an orgy of speculation has resulted from a conspiracy in restraint of trade.

The present action is a civil suit, but it is un- derstood that the Government is considering criminal proceedings later under the Sherman law. IMMEDIATE EFFECTS.
