No information has been received in authorita- five circles in London to confirm the assumption widely held in France that Germany is on the eve of surrender. On the contrary indications like Chancellor Cund's visit to Munich and the strength of German nationalism are having a contrary effect.
The Times, in an editorial, likens the situation by three lengths with six lengths between second on the Ruhr to a great lock-out dragging on without and any prospect of an issue. The nervous tension is -provoking a cloud of rumours of peace proposals, the constant factor being the stubbornness of both sides despite the strain both are undergoing.
The Times declares that the solution, must be an international one and France's security must be guaranteed. It says opportunity should be taken to enlarge the League of Nations to that end.
