CONGRATULATIONS FROM CHINA.
'LONDON, March 22.
Io a speech a dinner given by the Parsee Association in honour of Miss Tata,who is the first Indian woman to be called to the Bar, Mr. Chao Hsin Chu, the Chinese Charge d'Affaires, said the Indian people were conservative like the Chinese and congratulated the Parsees on taking a dis- tinguished part in industrial development at what he termed the springtime of India's fortunes. He anticipated great things from the womanhood of the middle East in regard to which he congratulated Miss Tata on her pioneering courage and ability He pointed out that India was beginning to have 1 consciousness of international responsibilities China had derived much from India and welcomed everything except her opium. The two countries, had many attachments and he saw no signs likely to upset the continuance of smooth relations.

APPOINTED TO INDIAN COMMAND,
LONDON, March 22, Lieut-General Sir George Kirkpatrick has been appointed General Officer, Commanding the Western Command in India.
[Lieut-General Sir George. Kirkpatrick com- menced his military career at the Royal Military College, Kingston, Canada. Entering the Royal Engineers in 1885, he attained his captaincy in 1894, became Major in 1903 and Colonel in 1906, He was appointed aide-de-camp to the General Officer Commanding the Thames District in*1892-95 and from 1899 to 1902 he acted as D. A. A. G. in South Africa, In the subsequent two years he was of D. A. Q. M. G. in Canada, serving, at Headquarters from 1904 to 1906. Whilst serving in South Africa he was twice mentioned in despatches, securing the Queen's Medal and five clasps and the King's Medal and two clasps and being given brevety of Major and Lieut-Colonel. From 1906 to 1910 he served as a General Staff Officer of the first gradę in India. From 1910 to 1914 he was Inspectors General of Military Forces in Australia and during the first year of the European War was promoted Maior General, with which rank he acted as Director of Military operations in India. From 1916 he was Chief of General Staff in India, and held that post up till the time he was appointed General Officer Commanding, Hongkong.]

BERLIN, March 22. ́Chancellor Cuno, accompanied by the Minister' for Defence, (Herr Gessler) and the Minister for Posts (Herr Steege) arrived at Munich, was wel comed by the Bavarian Premier and authorities and received an ovation, from the crowd. Speaking at the Foreign Office Herr Cuno emphasised that the policy of passive resistance must be continued. Later he visited the Diet. Replying to the address of the President Chancellor Cuno said the victory of the Central Government depended on the support of the federal parliaments and the unity of the
pation.

POLICE V. SOLDIERS.
CAIRO, March 22.
The newspapers report a fracas in an obscure quarter of the town of Tanta, between Egyptian police and the soldiers of an Egyptian infantry regiment whereja -thirty were wounded, mostly police, and one fatally injured. It is supposed that the trouble arose through reprisals carried out by the soldiers for the beating at the police station of an N.CO. arrested by the police.

In the Second Chamber, replying to a Socialist relative to the difficulties of the navigation of the Rhine and carrying on Dutch trade with occupied Germany, the Foreigh Minister said satisfaction results had already been attained by the Govern ment's representations, The Government hoped`, the remaining difficulties would be removed.
