SENATOR BORAH'S SCHEME

WASHINGTON, February 14.. Bonator Borah introduced a resolution in the Senate proposing an inter national court to settle controversies, all members theroof to be pledged to punish their own war-breeders and war-profiteers.

Sanator Borah explained that the proposal was founded on the opposita principle to that of the League of Nations since the decrees would be enforced by public opinion without arms.
