AT LAUSANNE.

NOTE OF PESSIMISM,

TURKS NOW RECALCITRANT.

LAUBANNE, December 27. The general tono in conference ciralee again tende to be pessimistic. The Torkish attitude, which at one time seemed to promise a reasonable settlement is now most recalcitrant. A long intervist between Eat Curzon and Temet Pasbe last night does not appear to have improved the situation. There are indications that the patiogon of the Allies is nearing exhaustion. The late of the conference will probably be determined is the course of the week's proceedings."

The British reply to the Turkish claim for Mosul Vilayet relates the Turkish ontantions and emphasisen that it is impossible to continue the controversy. Bat Curzon in a covering letter says that for the reasons, adduced the Turks only show that no cave can be made out for the surrender of Mosul.

'ALLIES' CAPITULATIONS BOHEME.

LAUSANNE, December 27.

The Allies' draft scheme to replace the financial part of the capitulations proclaims the abolition of capi-1 tulations but stipulates that Allied subjects and foreign companies must not be treated differently to Turkish respecting taxation. The Tarks agreed to the foregoing at a meeting of the sub commission but objected to other points, including the stipulation that Allied sub jects shall not be subjected to forced loans, though it is considered protable they will abandon their objections. The scheme would remisiu in operation for ten years upon condition that reciprocal treatment was accorded

to the Torks.

ANIMATED DISCUSSIONS GOING ON,

GERMANY'S TIMBER DEFAULT.
