NEW LEGISLATION: PHOFOALD.

THE HAGUE, December 22. During the Second Chamber debate on the estim ates for the Dutch Indies Mr. de Grast, Minister for the Colonies, stated that pending abolition of the export daty on petroleum as from January 25, payment of duty might be postponed with the special authorisation of the Government of the Dutch Indias. Thus after the States General had ratified abolition it would be un- necessary to refund duties paid since Jangary. The Minister acknowledged the importance of foreign capital to the Dutch Indies and stated that it was proposed to start an inquiry in neighbouring countries in regard to the fiscal regime to which ail enterprises were subjected and the general conditions in which they worked. He declared that the Chamber was perfectly free to abolish the export duty on petrolcam and to reject the petroleum refinery tax which would be propoid. The two measures were entirely independent of each other.

SIR KEITH SMITH'S PLANS.

The airman dir-Keith Smith, who is at present here' bas virtually completed his plans for crossing the Western hemisphere in an attempt to fly round the world next April. He proposes to cross the Paciflo from Siberia to Alaska, fellow- the Chapas railway across Canado, then to New York from Toronto. Then ho will. return to Halifax and thence to St. Johns. Plans for

the trans-Atlantic flight have not yet been defnitely settled but his present programme contemplates a flight from St. Johns to the Azorce and thence to London.

CANADIAN CHURCH DESTROYID.

WORK OF INCENDIARIES.

QUEBEC, Deceber 21, Notre Dame Church, ore of woost beautiful in Canada, was destroyed by fire. The church, which was known as the French Basilica, dested back to 1647. The Chief of the Provincial Police states that the fire was incendiary He received a letter that the church would be burned down or December 28. The damagu ia estimated at a million dollars.

BERLIN, December 22. The Federal Council bas adopted the provisional Badget of the Reich for 1923, The ordinary Budget balances at 732 milliard marks. The extraordinary Budget shows an expenditure of 841 milliards and a re- Tenue of 18 milliards, including 440 milliards.for general administration purposes 206 milliarda for the execution of the Peace Treaty, a total deficit of 721 milliards for which only 99 milliarde is expected to be

· available for the proceeds of the compulsory foan.
