PARU, December 13. Daring the Chamber debate on the naval estimates Mr. Raiberti, Minister of Marine, outlined the Govern mont's policy. He declared that Britain, America and Japan Lad been building while France had let her navy dwindle. France needed a Navy to defend her anasta and colonies and must build ships and create an aerial dest but strict economy was essential.
