Continuing his evidence yesterday before the "Sui An" piracy com- mission Mr. E. D. O. Wolfe, Captain Sapt. of Police substantialled his opinion as to the effectiveness of the Piracy regulations,

ABSOLUTELY EPPECTIVE. Mr. H. P., White asked whether the luggage was put in a separate root and locked, to which the reply was in the negative. Mr. Wolfe, pointed out that to soparato a Chineas from his luggage was a very difficult proceed iDg. Hon. Mr. Messer: Are the Piracy Regulations any good? Can they stop piracy, and are they carried out! Witness: I consider that they are absolutely effective. The reason the "Sui An" was pirates, in my opinion, was because there was no search car ried out at Macs as there was at this end. I think, taking thom on the whole, the Regulations have shown that piracies can and have been -prevented.

Witness emphasized the fact that piracies had nearly always taken place on the inward journey, or after the boats had called at some other port alter leaving Hongkong. If, at the other and of the journey, the same search was conducted, then such a thing as piracy would be practically impossible.

Since the publication of the annual report a cheque for $1,000 had been received from Sir Robert Ho Tung, the President, for the scholarships lund, which brought the total amount available to $2,375. The President in a letter recommended the in- stitution of scholarships in honour of the late Mr. Chiu Chi Chung and also in honour of Mr. Luk King To abo was still with them.-(Applause.)
