GENMAN REPLY TO ÁLLIES' NOTĖ,

Pants, December 10, The German reply to the allied note on the incidents Past and Ingolstadt claims that the German Government alone is qualified to present the apology demanded. It states that it is impossible to dismiss the burgomasters but confirms the German Government's willingness to pay the willion gold marks demanded.

„Reuter learns from a well informed quarter that the main proosals of the German noto presented to the Allied Prime Ministers-this morning are as follows :---- The German government intends to carry out the proat. posals contained in its nota to the Reparations Com mission on November 14 firstly by: undertaking, if necessary, the stabilisation of the mark forthwith, utilising Germany's own resources in connection with its secondly by substituting for current obligations under the Treaty of Versailles for the next few years internal and external loans, the proceeds of which will be paid over immediately to the Beparation-Commission, ex- cept that part of the internal loan will be devoted to Germany's own needs, especially the stabilisation of the mark. It is suggested that the arrangement should cover at least two years but not more than five years.

A Belgian anica confirms the above, and says the external loan will be three milliards of marks. The in terual loan has not been fixed amount bat half of it up to milliard and a half is to be devoted to patations and half to the stabilisation of the mark.

GERMAN NOTE FALLS FLAT.

CONFERENCE MAY RESUME TODAY.

The allied Premiers in Lon los stadied the German note and allied debts and, the question of guarantees during a three hours session in the afternoon and will probably meet again to morrow, prior to which the British cabinet will meet to discuss the progesss of the negotiations. It is understood that the German pro- posals are largely based on the report of the inter-allied commission of investigation in Berlin.
