THREE PROPOSALS HEARD

LAUSANNE, December 4. Interest in the conference, which has recently been waning, has been revived by the opening of the disene sion of the freedom of the Straits by territorial and military questions.

A commission of four Russian delegates, M. Chickerin, Rakovsky, Vorofsky, and Di (the last named & Georgian) participated.

TURKS REBUKED,

LAUSANNE, December 4.

The Straits Commission heard three proposals Bulgarian, Rumanian and Russian. The Turks supe ported the Russian proposal for excluding warshipe from the Black Ses and leaving the guardianship of the Straita to Tarkey.

The Turks were not ready fully to state their case, and for this Lord Carzon rebakel them. The Commis sion thereupon adjourned sine die in order to graminë, proposals and give the Turks time to formulate their reply.
