WASHINGTON, December 1.

The War Secretary, Mr. Weeks, in his annual report to Congress, declares that the present army strength of 12,000 officers and 128,000 men is inadequate to nation al safety. "We can never again make mistakes, pecting good eoldiers to arise overnight and quantities of good officers to be turned out in three month period

Mr. Weeks recogniser that the pressat finend situation will prevent the War Department reaching its maximum requirements immediately, but advocates (1 creating the officers' corps to a minimum of 13,000 | early as possible.
