outweigh national considerations, but in a number of Stats candidates are appealing on the Remublican record and the results, from this are expected to reveal popular feelings regarding the new tariff, foreign debts, shi subsidy, prehibition, labour, taxation and other economic questions, Wall Strot is particularly anxious at present for a clear answer one way or another in order that the Administration may be encouraged to purevo a mora definite policy in the next two years in efforts for the readjustment of post-war conditions.

The Japanese consented to recommend the acceptance of treasury notes for half the total value, but asked the Chinese to withdraw the suggestions that the notes be silver dollara not bearing interest. It was decided to renew the discussion later,
