INCHCATE SEKS BREAK IN THE CLOUDS.

LONDON, October 18, Preciding at the P. & O. S. N. Co.'s meeting, Lord Inchcape feared there must be further reduction in wages ashore and afloat if ships were to be kept running,

Referring to the loss of the "Egypt," Le said the board had experienced technical advisers and the regulations laid down by the directors were very com- plete. The record of the P. & O. Company spoke for itself. Nothing had been or would be wanting to ensure the carrying out of every possible precaution to protect the lives of passengers. The organisation and discipline of the P. & O. were recond to none, but the human element must always be reckoned with.

Lord Inchcape said that many of their voyages had Outward freigh's were scarce and adverse results. homeward freights largely unremunerative. Operating expenses were for above the pre-war level. There were signs of a break in the clouds, but apparently there was a poor year or two ahead. Operating costs must be reduced to secare equilibrium of dieaster must follow. Fostonately the P. & O. Co. had provided for bad years and could carry on but they must try to do more than make ends meet.

RUBBER EXPORT DUTY.

LEGELATION OPPOSED.

-LONDON, October 18.

In a letter to the Times, Mr. C. W. Darbyshire con- tends that the proporal to pass.rabber, export duty legislation so as to operate from November 1, is not only very undesirable but is unconstitutional, at any rate

in the Straits Settlementa. He declares that there is no urgent necessity for passing the legislation by November I, and if the bill is passed in the Straits it should be sent home for the King's allowance or disallowance in the ordinary course. This will give the opponents of each panicky and uneconomic legislation time to organiss

protest against its passing.
