COUNCIL RESOLUTION
MR. FLETCHER EXPLAINE
At this afternoon's meeting of the Legislative Council the Colonial Bʊ- cretary, (Mr. A. G. M. Fhtcher, CM a.) moved the following roselu tion, dealing with the proposed agree- ment with the Telephone Company, which stood in his name on the notice paper:-
Whereas the China and Japan Telephone and Electric Company, Limited, has requested the Govern ment of Hongkong to grant to it a new Agreement in place of the agree ment which pow exista between the Company and the Government:
And Whereas a Report upon the Company's request has been fumished to the Government by the joint Chambers of Commerce:
And Whereas a Representative of the Company has intimated that the Company will not be able to ente upon a new Agreement upon the terms recomm+rded in the epid Report:
It is hereby resolved that to new Agreement shall be entered uran be tween the Company and the Govern ment, unless the Company is prepared to accept the rates of subscription recommended in the sail Report and set out in the following Schedule:-

TREATY WITH IRAK.

LONDON, October 12.
It is officially announced that a treaty of alliance between 'Britain and Irak, was signed at Bagdad on Tuesday by the British High Commissioner, Sir Percy Cox, and the Prime Minister of Izak as plenipotentiaries.

Bir Percy Cox announced that as soon as the frontiers of Irak had been settled and stable government had been established, Britain, provided the provisions of the treaty were being carried out, would use her good offices to secure the admission of Irak into the League of Nations as provided in the treaty. The British Government held the opinion that this was the sole means of legally terminating the mandatory relation.
