REPARATION NEGOTIATIONS.
BERLIN, September 9th. Belge-German negotiations on the sub- jeet of reparations guarantees, have con cluded, practically without result, owing to the Belgians' refusal to agree to the German request to extend Treasury Bills for eighteen months instead of six, Never theless, an agreement was reached on minor pointa, notably the Reichsbank guaran. The Belgians are hopeful that conversations will be resumed later.
Herr Stinnes leading organ, the Allgemeine Zeitung, commenting on the failure of the negotiations says that, it is useless for Germany to promisc what shọ cannot fulfit and she is.now in a parition to offer guarantees for payments.
This hard fact must shatter all attempts to Battle the guarantee question.
