PARIS, September 14, Lengthily replying to the Balfour Note of August lat, Premier Poinenre says that the French Government highly appreciates the noble and courteous trrios thereof. Ife agrees that the reparatiora problem can. not finally be solved unless it is linked. with the problem of inter-Allied debis. He considers this question should be examined as soon as possible, in all its asprets, at a conference of all the Allied states enceruel, M. Poineure proceeds to contend that inter Allied war debts And reparation debts cannot be assini- latrek.
