PARIS, September 14, Lengthily replying to the Balfour Note of August lat, Premier Poinenre says that the French Government highly appreciates the noble and courteous trrios thereof. He considers this question should be examined as soon as possible, in all its asprets, at a conference of all the Allied states enceruel, M.
