It is stated that negotiations are progressing for thesale of further important tonnage to Germany. The Times estimates that thirteen million tons of the world's abip ping over twenty years old cannot normally be long kept out of the shipbreakers' yards. The Germans are apparently ready to buy many of these ships the material from which may be used to build new German vessels to compete with the British.

GERMANY IN PANIC..

BERLIN, August 24. Reparations negotiations fara continuing pre- cariously, hitherto without progress.

The Bourse was in a panic all day. Foreign cur rencies advanced hundreds of points hourly, until holders declined to sell. The newspapers confirm the reports of many failures, chiefly small banka and brokers, The post office cessed to issue foreign money orders.

A trade union deputation called on the chancellor and urged energetic measures to prevent collapse of the whele economic life of the country.

The reparations negotiations have ended. It is now reported they resulted in a plan which must be referred to the reparations commission.

FRENCH CRITICISM.

An official relief party has left Nome for Wrangel Island on the schooner "Teddybear" to relieve the stranded explorers who went in November last year tó prepare for the party which followed in March and hoisted the British flag. Senator Cummins introduced a bill establishing a fuel distribution agency, extending the powers of the Interstate Commerce Commission regarding the issue of embargoes and priorities, and creating a fedual fuel distributor who will report to the Interstate Commission, The latter will act thereon at their own discretion.

RIOT AT A RUMOUR.

VIENNA, August 24.

The slightest provocation suffices to create awkward situations in the premat nervous tension of the popula tion. A whirlwind of demonstrations seems to arise and die as quickly. For example, three thousand un- employed, dissatisfied with the dole which was recently increased, were peacefully demonstrating at the Parlia ment house when a baseless rumour (by or about the) socialist leader Adler was circulated. The crowd there- apon forced an entrance, emashed the furniture, and used the fragments as weapons against the police. They demolished the balustrada around the building. The Police drew their swords and dispersed the disturbers.

A further contribution to the war debts controversy was made by Mr. Mellon, the Scoretary of the Treasury. He stated that the suggestions that Britain's liability to Amerion had been incurred on behalf of the other allies was evidently based on a misapprehension. He declared on the contrary that the United States had not required any government to give an obligation for advances made to cover purchases for other governments, Thus the advances to Britain were to cover ber own purchase.
