Panis, August 18. The reparatious commission yesterday practically decided in principal to send a mission to Berlin to examine the situation on the spot. Meanwhile the French press is suggesting that if the commission does not fud agreement within a week direct pour parlers may be undertaken between Paris and Berlin.

MORE ABOUT THE TILINSKY AFFAIR.

*** London, August 18. With reference to the recent cable from Berno about the so-called Tilinsky affair it is stated that the Japanese. Hocuments mentioned have been inbmitted to one of the leading orientalists in London who pronounced un- equivocally in favour of their authenticity while high Japanese officials verified the signature of Frince Arimoto Yamagata on the principal document. The pxistence of the documente 'was well-known to the

British authorities and a private investigation in regard to them was made in April 1917 by the chief of the metropolitan police magistrate who elicited nothing in any way reflecting upon Tilinsky's bona fides. The com-etatement that Tilinsky raised twenty million francs on

theas documents is wholly unwarranted.

Le Journal bowever asserts that the Government bas taken resolations against all eventualities. The occupation of the Ruhr will be carried out within 48 hours without a convocation of parliament if the mission does not reach a satisfactory solution.

The Echo de Paris emphasites that France's policy towards Germany is not blind violence and says that military occupation must be regarded as a defensive measure for the benefit of the little states of Central and Eastern Europe. The object of economic occupation should be to induce the leaders of industrial Germany to co-operate with a view to reparation payments. The occupation will cease when German payments having become regular the ora of great loans involving interna tionalisation of Germany's debt would be begun.

BELGIUM SUPPORTS FRANCE.

BRUSSELS, August 18. L'Etoile Belge affirms that the Belgian delegate ca the reparations commission will support France against the moratorium which will thereby not be granted.

BIG SCHEME MADE POSSIBLE.

GENEVA, August 18. The Hygiene committee of the League of Nations bas decided to accept the Rockefeller Foundation's offer of $60,000 yearly for three years to allow an interchange of the stuff of public health services in the various countries, and $30,000 yearly for five years to develop an international office for distributing information in regard to epidemics. The interchange of staffa will begin in October. Officials of the various nations will take a fortnight's course at Brussels and will then serve for two years in the health departments of other countries.

DULUTH (MINNESOTA), August 19. Forest fires wiped out two towns in North East Minnesota. Up-to-date there have been six deaths. Hundreds are bomeless. The inhabitants are fleeing.

AGREEMENTS FOUND UNACCEPTABLE.

The enquiry into the so-called Tilinsky affair has been concluded. The case will now come before the Bemese courts. The indictment says that Iger de Tilinsky, who arrived in Switzerland in 1911, claimed to hold a credit on the Jagancse Government for 348,000,000 franes, the price of the alleged betrayal of Port Arthur. He succeeded in borrowing on this pretended credit large sums in Zurich, Berne and other Swiss towns, as he had already attempted to ds in England, France, Gendang and Belgium. His alleged swindling transac tions totalled 20,000,000 francs. Tiliosky on one ocasion, in order to convince a lender, produced a donment in Japanese, of which experts contest the authenticity.

An enquiry was also conducted diplomatically, The Japanese regard the whole affair as a gigantic swindle.

He was remanded in custody.

BERLIN, August 18. The economic council of the Empire has decided by a small majority to increase the assessments on er parts corresponding to the depreciation of the mark. The surcharge on custome has beer fixed at 17400 per cant from August 23 to 29.
