A closer perusal of the Balfour note on allied war debts serves to impress the importance of the views pressed on a eubject on which the Allies bave hitherto dieplayed an inclization to fight ehy of. REPAYMENT OF LOANS.

The note dwells on the fact that the change of British policy regarding the cancellation of debts was adopted with the greatest reluctance.
