TION'S BID.

COMMENTS 'FROM MANILA.

Insular officials who claim to have definite knowledge of the negotiations carried on for some time now between the National Coal Company and the Kailan Mining Administration of China have declared yesterday, says the Philippines Herald of July 1 that the proposal of the latter firm to lesse or operate the mines of the National Coal Company in Mindanao is very unsatisfactory and that there is an at- tempt in it to make, the Philippine government declare itself desirous of getting rid of its mines, of which the Mindanao field is the most valuable.

the general manager, offers to operate July, 11,~~D, L, or lease the Mindanao mines of the National Coal Company on the con dition that it first be allowed to make a thorough survey of the company's properties at the expense of the Na- tional Coal Company, all discussions en the financial side of the deal to come later. This condition it is said, makes the proposal unacceptable, us anyone entering into business must be prepared to take some risky and, besides, the Kailan Mining Adminis tration is already in possession of all the necessary information on the holdings of the company, furnished by O. Russell, its general manager.

It appears that this proposal was first made when Hon. Francis Burton Harrison was the governor general of the Islands, but nothing was done toward arriving at a definite understanding. And when Governor General Wood went to China, last year, the matter was again briefly discussed with him by Colonel Young, then acting manager of the Administro- tion. Thereafter communications were kept up on the proposition between the China firm and the National Coal Company, through the Pacific Commercial Company and the office of the governor general. The Pacific Commercial Company are the agents of the Kailan Mining Administration in the Philippines.
