Poincare's memorandum sit regards the Hague conference has evoked a long state ment by the French government noting with sat sise tion certain points therein but generally maintaining the French standpoint. The statement reiterates the necessity of the powers presenting a pre-agreed plan to

It considers that the procedure anggested by Britain is equivalent to the withdrawal of the Russian memorandum.
