LONDON, May 18. The Geddes economy committee's recommendation embodied in the Teachers' Bill was that teachers henceforth shall contribute five per cent. of their salaries towards their pensions instead of the State providing the whole pension as hitherto.

A the outcome of a report by Sir William Mackenzie, direct negotiations opened at Westminster to-day between the engineering employers and all the engineering unions. They adicured until tomorrow, the employers under- taking to submit definite proposals.
NATIONAL NEED FOR OIL.
FRANCE'S ATTITUDE TO OTHER CLAIMS.
Paris, May 16.
The French attitude as regards the international oil rights is defined in 3 long semi-official statement which mentions the contract between the Stell Company and the Soviets made recently. It points out that the signature at Genoa of the special French representative was communicated to the Belgian, British and American governments. The result thereof is tha: Franco Belgian interests are now grosped. The contact is for the cefence of each interests of the caucus as apply to prewar undertakings and concessions obtained from former proprietors after nationalization. The etarement proceeds to testify to British good faith in connection with the oil agreements in the Caucasus and mentions that Britain had net sap ported the Shell claims. The United States' attitude in favour of equal treatment is endorsed. It declares that although endeavouring to share the production whenever possible France, while particularly seeking oil supplies in Europe, bas been specially active in Galicia and Rumania.

.. An exhibition organised by the Church Missionary Society is being opened to-morrow at the Royal Agricultural Hail by the Archbishop of Canterbury. The Rev Doctor Garfield Williams, who has just returned from a missionary investigation or in India, in a speech at a Press luncheon held in connection with the exhibition, esid that Britain by opening communication between fast and west was creating a western industrial revolution in Japan. China, India, and Africa, whereby we are forced to face some of the greatest problems the world has ever faced, problems which we ourselves had not yet solved and which would not be solved except on a basis of the ethics of Christ. Democratic instutions could not be built up in India except on Christian ethics.
