The ratification majority is estimated at from three to ten. depending on how many Senators join the majority once they see that the Administration leaders are sure of the necessary two-thirds.

A comedy of confict with the" marriage law has been revealed by.. the action of a bride who has just re- turned to a London registrar as useless a marriage licence which she had ob- tained from him some weeks earlier.

As her fiancé was on service with the Navy in the East and could obtain only Mediterranean leave, it was arranged that the wedding should take place in Madrid, and the necessary licence was obtained in London. When the girl reached the Spanish capítal she was informed by telegram that ber fiance could get only as far as Gibraltar as his leave was expiring. Carefully guarding the treasured licence, she hurried to Gibraltar.

There she was politely but firmly informed that a licenc: granted for a wedding in Madrid was worthless in Gibraltar.

A new licence could have bea obtained, but it would have meant a delay of some days-and the bridegroom-to-be had to hurry back to his ship, which was at Constantinople.

Finally he decided that the only solution was for the girl to travel to Constantinople, where a fresh licence was obtained from the British Consul and the long-delayed 'wedding was celebrated nearly 2,000 miles from the spot for which it had been airaged, and the original marriage licence was sent back to London.
