CHURCHILL'S DECREE.

SCHEME FOR ABOLITION. -

ONE YEAR'S GRACE GRANTED.

LONDON, March 21.-

In the House of Commons, replying to a question, Mr. Winston Churchill, Secretary of State for Colonies, announced that the Governor of Hongkong has reported that his Government in consultation with the society for the protection and abolition of mui ts3i would draw up a scheme for abolition of the system (Cheers.) This would take time. Meanwhile he (Mr. Churchill had | directed the issue of a proclamation stating that the status of mui tai as existing in China would t be recognised in Hongkong in future, particularly no compulsion on girls over twelve to leave their hot would be allowed. The Governor had pointed out that this would involve the risk of girl baing exosed toe wiles of unscrupulous employers. He (Mr. Churchill kas consequently directed that mui tsais should be warn- ed. until protection could be afforded them that they should not leave their homes except in the case of ill treatment. He added that though obviously an old established custom must-not be altered at a moment's notice the Governor and he were determined to tir- minate the system at the earliest possible moment. He had intimated to the Governor that he expected the charge to be carried out within a year. (Chrers.)
