FORCED LABOUR EDICT.

QUESTIONS IN THE BOUSE OF COMMONS,

LONDON, March 6.

In the House of Commons, Mr. Winston Churchill was heckled regarding the proclamations of the governor of Hongkong.

Commander K aworthy asked whether this policy of conscripting labour had the Government's approval.

Mr. Churchill replied that he should have thought, judging from Commander Kenworthy's views in other directions that the policy of conscription labour would Lave excited his enthusiasm for Hongkong as much as it

PACIFIC TREATY.

SENATE'S ATTITUDE.

FAR BASTERN PROBLEMS.

LONDON, March 6. Washington advices show that the United States Administration's achievements in the field of foreign politice will be reviewed in the course of the Senate debate on the Pacific treaty which opens to-day.

The treaty is opposed by both irreconcilables and Democrats. The former, headed by Sanstor Borah, denounce the treaty as an alliance which is a departure from the traditional policy of the United States. The latter complain that the treaty stops short of that all comprehending alliance called a league of nations which Commander Kenworthy later remarked that i Mr.is the only safe form of international association. Churchill approved the measure of forced labour would be send bis apologies to Moscow,

did for RussiİR.

Mr. Churchill thought that if any apologies bad to be te dered to Moscow they might find a very suitable

ambassa lor.

Replying to Colvael John Ward, Mr. Churchili suid they would naturally leave it to the mes on the apo. to deal with an emergency but it in nowise abrogated the deciding functions of the Imperial Government. He added that any question of reducing the British troons in Hongkong to half a battalion would not be considered by the Government without full regard to existing conditions in Hongkong and the neighbourhood.

HOME POLI MICS.

PREMIER'S POSITION.

The argument against the treaty which has hitherto had the great at effect is based on the assumption that conditions in the Far East are steadily leading to another Russian and Japanese war in which Russia will 3e-k to recover Sagbali m, Eastern Siberia, and her out- lets to the Pacific. The opinion is held that in such circumstances the treaty will necessitate a conference of the four powers and the question arises whether the United States will he diplomatically bound to take a favourable view of the Japanese case or whether it will be permissible to bring in Russia into the consultation.

The Administration's spokesman in the course of the coming debate are expected to deal with thie uncertain- ty and generally to clarify the treaty's implications,

LANSING ISHI! AGREEMENT.

WASHINGTON, March 6.

The Senate has adopted a resolution submitted by Senator Borah asking President Harding how the Lansing Ishii agreement is affected by ratiĜostion of“ the four-power pacific treaty. Senator Underwood prior to adoption of the rosolation contended, that the

Mr Balfour, Marquees Curzon and others attended a dis- ter party at Lord Birkenhead's residence. The Premier discussed his position with the Conservative leaders who are continuing their efforts to persuade him to remain in office, bat decision is still doubtful.

The Westminster Gazelle says that there is a grow- ing emption tha Mr. L'oyd George will resiga and that the Coalition Liberal ministers will go with him, which will mean a number of embarrassing by-elections if the Conservatives took office.
