IMPORTANT HUGHES RESOLUTION.

FAR EASTERN COMMITTEE'S DEBATE.

WASHINGTON, January 18. Communiques with regard to the meeting of the Far Eastern Committee show that Mr. Hughes submitte On Monday the draft of a resolution laying down the principle of the open door which was essentially em bodied in yesterday's revised draft.

Sir Auckland Geddes suggested the establishment of a court of reference to which matters coming within the scope of the resolution could be submitted.

Mr. Balfour, who spoke in a similar strain, declared that the old practice of spheres of 'luence was intoler able to the conferen:.

Mr. Hughes expressed appreciation of Sir Erio Geddes suggestion.

Herr Schanzer said that Italy agreed to the spirit of the proposal.

Sir Eric Geddes subsequently declared that all the points raised were now fully safeguarded and the British delegation a crple the resolution a il stood.

M. Sarraul questioned the extent to which it was populle to define the different conersions or what con- stituted a monopoly.

Mr. Hughes gave an explanation wherent M. Sarrant expr sed satisfaction bat opined that article IV might result in compromising existing rights and that general revision of all existing contracts was in nowise justified.
