STATEMENT BY M. BRIAND

PARIS, December 30.

In the Senate M. Briand declared that there could be no compromise in regard to roparations. · Mt. Lloyd George in London had said to him that France must be paid. M. Briand declared that if any sacrifice were to be made the other countries must mark them. It was established that France could not bear to sacrifice a halfpenny in 1922 but the Anglo-French understanding would not be final until Belgium and Italy approved it. It had not yet been derided whether there would be an international conference in regard to the economic re- construction of Europe at which Germany and Russia would be present. It was decided in London that the task of the restoration of Central Europe and the Near East could only be carried out by means of s Franco- British agreement with the approval of the other powers. The matter would be discussed at Cannes. The United States had been invited to send represent- atives. If Germany was invited to collaborate in the reconstruction of Russia au any benefit she derived therefrom was credited to the reparations account that would not be a bad thing.
