JUDGE STILL HAS SYMPATHY
FOR THEM.
Quite naturally China has, for some years, been desirous to see the aboli. tion of alien postal agencies and at the Universal Postal Congress, which opened at Madrid on October 1, 1920! (having been postponed from 1914 on account of the war) this question was brought up. No definite decision was reached, chiefly because it was felt that the matter rather came within the purview of the Foreign Offices concerned.
