LONDON, December 19. M. Briand received the American Ambassador Colonel Harvey, at the Carlton-Hotel yesterday evening and informed him that France would accept the original 5/5/3 naval proposal of Mr. Hughes under which France's proportion is fixed at 1.70 and Italy's at 1.68.

LONDON, December 19.
The public session of the Dail Eireann which will fioal- ly decide the fate of the Irish agreement opened in Dublin in an atmosphere of intense excitement. There were heated passages between Mr. Do Valera and Mr. Griffith. The latter moved the ratification of the agreement and said that the signatories and every man with a scrap of honour would stand by the treaty which absolutely safeguarded Ireland's interests and that its rejection would mean the resumption of a war in which Ireland would be fighting against the sympathy of the British Empire and of the world. Mr. De Valera urged the ze jection of the treaty which he described as the ignoblest document ever signed.

The consortium seeks to avoid any responsibility beyond being properly assured that in any loan operations it is rightfally discharging its responsibility firstly to the. Chinese people of providing fan is only for constructive purposes and secondly to investment communities of ensuring that any loans to China will be properly Bafeguarded. No loan to China will be made by the consortium except at the expressed desire of the Chinese Government.
