QUADRUPLE AGREEMENT SIGNED.

AMERICA'S. RESERVATIONE,

HISTORIU EVENT LACKS CEREMONY.

LONDON, December 18,...

The quadruple agreement regarding the Pacific has been signed at Washington.

WASHINGTON, December 15.

The United States gave its approval to the quadruple treaty subject to & written understanding with Japan that the Yap convention must be con- summated before the treaty becomes a binding treaty,

J

The treaty contains two American reservations, the first reserving the right to negotiate separately with mandatory powers on the subject of Pacific islands, and the second declaring that domestic affairs are not within the scope of the treaty.

SHANGHAI, Dec. 14. The tendency of governments to ase newspapers and news distributing. agenoise for the dissemination of propaganda wa foroibly denounced by Dean Walter Williams of the University of Missouri sa the guest of honour at a tiffin held yesterday at the Carlton Cafe under the auspices of the pan-Pacific Association,

Mr. O. "M. Green, Editor of the North China Daily News, who presided,

Numerous

foreign and Chinese journalists were present.

Dean Russell, of Iowa University, No ceremony accompanied the signature of the treaty which took place spoke of new methods in vogue in in the ante room of the offices of the Secretary of State. Only the plenipoten-America of educating children to read tiaries with their secretaries and advisers were present. The Americans silently, rapidly and accurately. signed first the powers following alphebatically. Mr.Balfour signed twice— once for the Empire and once for South Africa,

ANGLO-PERSIAN OIL DIVIDEND.

YEAR'S PROFITS £4,000,000.

LONDON, December 14.

The Anglo-Persian Oil Company recommend an ordinary dívidend of 2 per cent. The year's profits amounted to £4,000,000,

DANGEROUS FIREBRAND.

WASHINGTON, December 14. The irreconcilable Senator Lafollette has made a statement that Pacific

treaty has all the iniquities of the League of Nations without any of its virtues. He says that he is determined to do his utmost to prevent ita ratification.

A GREAT STEP FORWARD.

BRUSSELS, December 13. The newspapers consider the quadruple agreement a great step forward, The Metropole (Antwerp)emphasises that China has special reason to rejoice in view of the Conference's pledge to respect the sovereign independence, territorial integrity, and neutrality of China,

REDUCED AMERICAN NAVY.

NEW YORK, Desember 14.

Orders have been received by the New York navy yard indicating that be personnel of the navy will be reduced by 10,000.

SIX EDGAR SPEYER DISGRACED.

DISLOYALTY DURING THE WAR.

LONDON, December 13.

The Gazelle announces that Sir Edgar Speyer's letters of naturalisation have been revoked and his privy councillorship cancelled. Sir Edgar Speyer departed for America at the outbreak of the war,

LATER,

The Gazette announces that the committee of enquiry which for the past month has been considering the case found Speyer had (1) shown dialoyalty to the King by set and speech; and (2) during the war had communicated with enemy nationals associated with business which he knew assisted the enemy. The Gazette adds that the finding docs not reflect on any of the other partners of the firm of Speyer Brothers.

THE LEAGUE OF FELLOWSHIP.

{ "Sir," said Mr. Tupman, "You're a fellow!"

"Cir," said Mr. Pickwick, "You're another!"

Ch. XV. Pickwick Fapors.]

The day the League of Fellowship was formed, I said with joy 'No more will social quarrelling my gentle soul annoy,

The ink within my fountain-pen no more shall reek of gall, Nor shall I fud, as heretofore, men squabbling at all.'

The C.R.A. its energies no longer will bestir,

The Mayor and Corporation prize their District Officer; A lion-and-lamb millenium is bound to come, I trust, And poor old Adversarius will find his business bust.'

But what is this they're saying in a press report I see? They're going agin the Government? o says Maconachie! No racial question shakes them (for the Peak is hardly such), But fellowship with Government! Well, that's a bit too much!

Moreover, as I read it, there is internecine strife,

Dissension in their counsels would appear unduly rife.

The "voices in the wilderness" are lifted in dispute,

A little rift that bye-and-bye will make the music mute.

Fetch out the knuckle-duster! Get the dagger out of pawni

Yet one more scheme that promised well we now have got to mourn, And this shall be ite epitaph, as we lay it on the shelf-

'I reformed all other people. I forgot about myself!'
