PRACTICAL STEP.
AMERICA'S BUDGET $264,000,000 L868.
WASHINGTON, December 11. The Secretary of the Navy's annual report makes no recommendation relative to naval establishment,
apparently in view of the fact that the future policy of the navy is embodied in the American disarmament proposals. The naval budget for the next fiscal year totals $431,000,000, or $264,000,000 less than the original estimate which was based on the former policy of "a navy second to none."

"A GENTLEMAN'S AGREEMENT,”
NEW YORK, December 11 The American Press generally welcomes the quadruple agreement. The Herald says it is quite a gentleman's agreement which will work, adding that it
big with promise respecting all other international problems. The Tribuns (Republican) points out that the agreement entirely unresembles the League Covenant because it does not impose recklessly extended obliga- ions, upon the United States, also in that it does not trench upɔn sovereignty by giving an international hody the right to summon America to war. The Times particularly remarks that the agreement is comically like articles ten, eleven, and twelve of the Covenant."
