WASHINGTON, December 7, The Secretary of the Treasury, Mr. Mellon, in his report to Congress, refers to the question of funding foreign indebtedness to the United States of 10,000 million dollars and draws attention to the fact that within six months 674 million dollars of short-dated government debt mature. SECRET POISON GAS STUDY.

WASHINGTON, December 7, In h's annual report to Congress, Mr. Weeks, Secretary of War, declares that the plans for national defence contemplate more complete state preparedness than ever previously attempted in peace time. He re- commends the maintenance of a large surplus of officers in the regular army to train reserve personnel and suggests doubling the capacity of the Government military academy. He says that now typos of military equipment from the infantry hand grenade to the- heaviest artillery now being produced will gradually supplant the existing types, Poison gas and chemical warfare are being studied secretly, although Americané may oppose in principle the use of poison gas they cannot safely presume a similar attitude on the part of their opponente. He emphasises that the United States is much behind the leaders in the aerial development of warfa é and urges every encouragement of commercial aviation.

BADAK TIN MINE.

CONSPIRACY CHARGE.

MELBOURNE, December 7. Mr. Orton, discoverer of the Badak tin mining. property in the Malay Peninsula has arrived at Qadens and charged with conspiracy to defraud. It is recalled that in August of 1920 a sensation was caused on the Melbourne stock exchange by the continuous heavy fall in the shares of the property on the adverse reporta of Mr. Orton. It was then reported that he said he was prep red to return to the mine and obtain resulta. similar to those he had previously reported as he be- eved this property had been wrongly treated but the Commonwealth authorities were reported to have with drawn his passport pending enquiries.
