The Times publishes a Dutch suppliment dealing largely with the Dutch Indies. It includes an articlo by General Ipijders, former commander in chief, in which, referring to the conscription of Europena Datch inhabitants in the Dutch Indies, he says the strength of the European force in insignificant so that the introdu tion of limited military con moription among the native population-for the time being at least in respect of the population of Java-must follow. He says that the material of the navy is obsolete and emphasises that the navy must constitute the main force for the defence of the Dutch Indies. A weak East Indian navy would be completely powerless for its gigantic and difficult task but if the plans for new construction material'se a force would be present in East Indian waters fairly suflicient to prevent belligerents from violating Datch territory. He asks whether a Government with a wavering defence policy governed by economio pressure will be a match for the antimilitarists and disarmament bigots who assert that the Washington Conwhom had been substituted for others ference will make measures for defence in the Dutch Indies superfluous.
