WASHINGTON, November 18th. The Armanents Limitation Committes" has decided to appoint a Commission of Admirals to present a detailed report on Theodore Roosevelt, will preside. The Admirals will be Beatty, Debon, Kato and Aotop. The last-named is an Italian. Viscount Knto said Japan was deeply appreciative of the American plan and could not remain uppoved by the high ains actuating the project. It would be universally admitted that a nation must be provided with such armaments as are essential to her security, This require- | ment must be fully weighed in examine tion of the plaf. With this in view obr tain modifications would be proposed in Japan's existing plan as would conclu sively, show she had never contemplated preparation for offensive war.

Very great interest contred in Viscount; Katoa speoch. Although the Japanese delegation had expressed informally gen oral approval of the proposals, it was believed that the Japanese were uneasy diver thoir. far-reaching nature. The re- lief was correspondingly great as Via enunt Kato in dignified tones announced Japan's whole-hearted adherence,

Mr. Hughes wound up the debate thank- ing the representatives of the Powers for their cordial speeches and declaring that the time had arrived to proceed with. the consideration of the details. Tho whole question could now be studied with ssurance that the outcome of the Con. ference would be an appropriate agree awest ending offensive naval warfare.

Late in the afternoon the delegates of the five leading Powers went into com- mitten in order to discuss Mr. Hughes' proposal.

*

Signor Schanzer and Mr. Briand an nounced the general approval of the Italian and French Governments of the American proposals. The proceedings

were then adjourned.

The Conference adopted by 90 votes to 4 recommendations dealing with night- work for women and children in agricul- turs. It adopted by 74 votes to 12 a re- commendation dealing with agricultural living conditions.
