NANSEN - THINKS IT WILL CHANGE WORLD POLITICS.
Loarox, Optober. §.
On the conclusion of the Assembly of the League's labours she hall; of | the Dominions and Indian delegates are returning to London. - De. Nappes is almeady in London. He was the guest at a luncheon given by Leed Low- drey. Dr. Nansen mid that the spirit of the Amembly of the Længus iras going to change world politica. He was impressed with it that he was ming to spend the rest of his life fighting for the League: The greatest of the goest things it had accomplished this year had been the establishment of, an (international court of justice which was an enorziony step towards peace in the universe. Referring to Russia he said that it was unavoidable that be- tween 2,000,000 and $,000,000, million lives must be lost, but he did not. believe it possible that the governments of Europe would do nothing. Re fusal to help,was, the best way of helping Bolsberism.
LEAGUE EXPENSES.
REVISED SCALE OF CONTRIBUTIONS ADOPTED..
GENEVA, October li,
The League Assembly adopted the revised scale of contributions to the expenses of the League cabled on June 23.
(A London cable dated June 23 stated: The provisional Badget of the League of Nations for 1922 shows an estimated expenditure of £1,132,000 of Which Britain's share on the present basis of-division amounts to £58,000. A committee has been appointed to consider a revision of the scale of con- | tributions. It is reported that the Council now sitting at Geneva has recalled the contributions originally based on the Univeral Postal Union system which was opposed at the last assembly by the British dominions and the maller nations. The commi tee now proposes that members, be divided into categories based upon the relation between each country's revenus and the population to that of the rest of the world. The nations will fall into seven well-defined groups, the Erst cont sining Britain and France, with an average slightly exceeding 12 per cent, while the lowest will consist of States contributing an average of 1. The committee proposes that the League's expenses be paid in the proportion of 90, 65, 35. 10, 5. The Baunire Manila, Thurday Island, will considerably benefit by the new proposals. Britain is the only rst Townsville, Brisbane, Sydney class contributant. lndia ranks in the second class, Canada in the third, Australia and South Africa in the fourth, and New Zealand in the fifth class}
