GENERAL SMUTS', SURVEY.

CAPETOWN, September 1st. General Smuts inet with an enthusiastic reception on his arrival. General Smuts referred to the naval rivalry between America and Japan, who wem launching a new problem on the world, and added that most of the British Dominious abutted on, the Pacific, and. the Imperial Conference, in making a most important contribution to the Paciño question, did much for the future peace of the world!

DISORDER IN BELFAST.
