In the House of Commons, Mr. Lloyd George reviewing, the Imperial Conference dwelt on Japan's loyal Interpretation of the Albics enablinst us to guarantee the transport of overseas troops which would otherwise have been impossible. As Mr. Hughes and Mr. Massey recognised, Japanese help in chasing raiders was une of the turning factors of the war. The British must behave like a gentleman. -(Cheers-and if it were suggested that we end the Alliance when the trouble is over that would not be becoming to the Empire in dealing faith- folly with an ally. LONDOK, August-18. Speaking in Parliament, Mr. Lloyd George said; it was a cardina!" principle of British policy to act in complete accord with the United States (Cbeers) There was no country in the world with which it was more important for us to act in concert. It was most difficult to get an English- man to regard an American as a foreigner but be did not see why it should be impossible to remember our obligations to Japan and simultaneously to preserve the spirit of fraternity with the United States. If the Japanese alliance could merge into a greater understanding with both Japan and the United States about all the Pacific problems, that would be a great event and guarantee the world's peace because the problems of humanity to-morrow may be in the Pacific Ocean and the powers chiefly concerned in the Pacific, namely the United States, Japan, and the British Empire.

Those four great countries are primarily concerned in having a complete understanding as regards disarmament the Pacific, and the surest way of making a success of any conference was firstly to have an understanding on the Pacific The whole of the British Empire was agreed in the desire for complete friendship with the United States. The necessity of removing every con ceivable obstacle to such friendship between us and America was in agree. ment on great principles of world policy. This would be an absninte guarantee of peace, and he was still hopeful that such an understanding 21 would make us feel such a partnership could be established. It will ensure the result of the Washington conference.

The conférence at Kattowitz between the leading German industrialists and representatives of the Polish parties mentioned in our earlier cabies was very important. It included a number of Reichstag members represent ing all parties, in addition to the leaders of all the German trade unions. The Poles included Skolay, Korfanty's successor as Polish plebiscite com- missioner and trade union leaders. The conference decided to issue identical manifestoes to the population of Upper Silesia exhorting peaceful co-opera-second officer. OPIUM IN CHINA.

WHERE THE LEAGUE OF NATIONS STANDS.

LONDON, August 18.

In the House of Commons, questioned as to how the League of Nations proposes to enforce its decrees as regards discouragement of illicit opium in countries like China and Persia. Mr. Edward Shortt, the Home Secretary replied that the league had been entrusted with the general" supervision and execution of the 1912 Opium Convention, the provisions of which required the signatories to enact effective regulations for the contral of production and distribution, but it did not rest, with the League to decide how much opium might be grown.
