AMERICA'S ANOMALOUS POSITION.

PARIS, August 12.

Mr. Lloyd George, at the Supreme Council, proposing that the Silesian question be referred in the League of Nations, mid that the Italians and Japanese concurred with this plan. He pointed out that it was important to say that Britain was not impressing ber single views on France. He Ladded that Britain would accept the League's decision without demur and if necessary strengthen the allied forces in Stela. Britain's contribution would be on the same scale as that of the other powers. M. Briand also de- clared that France would accept the League's decision witkort desuar. It is believed in London that the League will discuss the question at the September meeting..

PARIS, August 12.

Barou Hayashi at the Supreme Council in agreeing that the Silesian question be referred to the League said that he thought that the principle was accepted that the central industrial area should be assigned to Ġer- many. Colonel Harvey, the American Ambassador, expressed the opinion that he was interpreting the views of the United States in not participating | in the Council's decision as America was not represented on the League.

SHANGHAL August 13. Opium trafficking is becoming more prevalent in Shanghai judging by the many rerent cases in the International Mixed Court. Yesterday two Chinese brokers were fined respectively $1,000 and $100 in connection with traffick- ing. It was stated that in 83 days) certain premises sold $32,000 worth of opium.

Mr. Rowen contended that his client could not be held responsible in view of the fact that the lease was not signed by him. If he had en opportunity of producing the broker who took part in the negotiations he thought he should be able to convince his lordship on the point.

The Judge: You have had your opportunity. The facts seem to be quite clear

Mr. Rowan suggested that the defendant was alleged to be the tenant because the mother and sister, who had all the negotiations with the plaintiffs, were out of the Colony. The plaintifs were taking advantage of that fact.

The Judge: Your course of action is quite clear: When is the mother coming back!

Mr. Rowan: In about a month's! time.

The Judge: Then why didn't you pay the money into Court and deny liability and then bring the case up when the mother comes back.

That

is what you should have done if your case had been straightforward and honest.

Mr. Rowan: I do not think I am under any liability to do that.
