ASSOCIATION.
PRÉCIS OF PETITION, THE LEGISLATIVE COUNCIL of THE
Hongkong makes the laws and levies the station for all purposes in the Colony.
This Council is composed of 14 mem- bers-8 oficial and focials. A the afficials are obliged to ve 38 directed by B.E. The Governor, whose will is therefore law.
Of these 6 unofficial members of Coracilè ara selected by the Gover- por, and only go through any form of election.
These two are chosen respectively by the Chamber of Commerce and the hofficial Justices of the Peace, the latter of whom are all appointed by The Governor. These two hodies cum- ber together only about 330 electors. An, however, many belong to both bolies, the actual number of individual roters is less than 330, for some of them hate two votes each. The rest of the community bare no vote at all.
The Fetition, which you are invited to siga, asks the House of Commons to remedy this state of affairs by
