LONDON, August 4. Reuter learns that the discussions at the Imperial Conference, which concludes to-morrow, when the report will be finally adopted, covered a considerably wider range than indicated in the meagre official accounts. One of the most important debates centred on the constitution of the E upire regarding which it is believed the conference adopted a policy of Laissez faire declaring itself against the suggestion of a special conference to discuss the matter and affirming the right of the Dominions to nominate cabinet ministers to represent their respective countries in future consulta- tions with the British prime minister. In the domain of foreign affairs the question of distribution to parts of the Empire of the indemnity to be received from Germany in respect of reparations was settled. No announce, ment was made as regards the percentages allocated but it was asserted that the United Kingdom receives something over four fifths of the Empire's total The remainder was allocated to the Domisions and Colonies in proportion to the sacrifices of rach.

A FINANCIAL CONFERENCE.

A story of the extent to which a ruthless and determined man can bend a weaker nature to his will is contained in a confession by a farmer sailor in the French Navy named Dupré

The latter is charged with the murder two years ago of a Brest

stationer

named Seveleder. The story of this man's death, as Dupré has told it, reveals the Crime as incited by the jealousy of a man named Coic, a petty officer, who was Dupre's superior when the latter was stationed at Brest..

Coie, according to the prisoner's confession, loved the wife of Sevele- der. Extremely jealous, he made up his mind to bring about the husband's death, and sought among his sub- ordinates for a likely agent whom, by pressure or threats, he could in- duce to commit the crime. Dupré then 19, was employed as clerk at the naval base. Coic began to exert in- fiuense over him, first by threats and disciplinary persecution and after wards by simulated geniality.

Finally he demanded cutright that Dupré should kill Seveleder. Afraid! of Coic's reprisals, Dupré asserts that be at length agreed. Coie bought him civilian clothes, and Dupré, disguised as a business agent, induced Seveleder |to undertake the journey to Le Mans

in his company.

There, in a lonely lane, close to shunting siding on the railway, the noise from which might frown the cries of his victim, Dupré killed the husband, knocking him on the head with a mallet, then stabbing" him as he lay on the ground. But Seveleder's cries were heard and railwaymen came running up.

Dupré fied to the house of his parents, who lived near by. To them he confessed and they kept his "story secret for two years. Based on the confession he has now made, à warrant has been issued for the arrest of the petty officer, who is on leave.

When his landlady was preparing to turn him out of his garret room, with all his money gone and the pro- spect of hunger staring him in the face, Frank Schwarz, a 20-years-old artist of Greenwich Village, New York's Chelsea, received a letter informing him that his picture "Heroism" had won a fellowship of the American Academy in Rome. This carries with it three years' post- graduate study in Europe.

Half an hour after the receipt of the letter, Schwarz sold the remains of his humble possessions, discharged his debt to the landlady, and went in hat haste to his father's house, which he had not entered for 4 years when [he and his parent had quarrelled over

his choice of career.

Schwarz's father described how, after the death of the boy's mother, he had tried to find the lad, hut.with- out success. The young artist had been struggling with poverty and con- stant illhealth until the trustees' of the American Academy saw "Hero- ism" and realised its promise of genius.
