LONDON, July 28.

The Dempsey v. Carpentier fight has had a sequel in the Chancery Court of London which to-day granted the Western Import Company a perpetus! injunction restraining the exhibition of a film in breach of their copyright. It was explaiced that the defendants were the innocent victims of a fraud and had done everything to minimise the damage to plaintiffs through the exhibition of the fraudulent file. He then sailed in a fast boat to London, where he sold the prints. He also sold them throughout the conlicent. They were actually exhibiting in London when the plaintiff's manager arrived with the official pictures.

SUPREME COUNCIL MEETING DELAYED.

LONDON, July 28.

The Cabinet to-day discussed the latest Upper Silesian development, It is understood that the meeting of the Supreme Council may again be somewhat delayed. Reuter learns that the German foreign minister handed the French ambassador in Berlin a note staing that the German Govern- ment will acknowledge the decision of the Supreme Council which it under- stands will meet thertly to deal with the question of the transport of a French division across Germany.

BRITAIN'S NOTE TO FRANCE.

LONDON, July 28.

A cabinet meeting attended by the Dominions premiers, formulated a cote to France which it i understood emphasises the necessity of joint Anglo-French action in Upper Silesia instead of the independent ventures bich apparently are favoured in some quarters in France. The note is couched in conciliatory terms, and it is hoped it will smooth the difficulties, although a conference on August 4 is at present regarded as impossible in -consequence of recent French action,

As regards the German nate to France it is authoritatively explained in London that Germany is entitled under the Treaty of Versailles-to refuse the French request to transport troops but is willing to submit what she .considers a breach of the treaty to the three powers collectively.

DIL. STORAGE FOR NAVAL BASES.

LONDON, July 28.

Imperial Conference dis. ussions are reaching a state of finality. It is understood that the policy laid down in 1917 under which each Dominion will provide its own navy to protect its own bases has been reaffirmed. The conference paid attention to the growing importance of oil fuel and is now considering the provision of oil storage at all important naval bases. In con equence of realisation that raids on mercantile marine will bulk more Jargely during the wartime operations of the fatore, it is urged that the Dominions should be prepared to undertake local control of communications and to protect coastal trade where possible with light cruisers and submarines which the Dominions will train their own personnel. Importance is also believed to have been attached by the conference to the imperial co-ordina. tion convoy system. The Dominions are encouraging construction of mer chantmen readily convertible for weapons of defence and offence. As far as could-be ascertained, the conference after accepting the principle of separate navies devoted its energies towards mutual co-operation and co-ordination with a view to maintaining vital sea communications during wartime and building up navies strong enough to combat likely enemies.

CHINA'S GOVERNMENTS.

LEGALITY QUESTION RAISED,

LOCAL EXTRADITION PROCEEDINGS,

The question of which is the legal government of China, was raised in Magistrate Lindsell's Court yesterday afternoon, during the hearing of an application made by Mr. T. V Hazlerigg, Assistant Crown Solicitor, ' for the surrender of a man and a woman to the Canton authorities on a charge of having stolen a quantity of jewellery from a Chinese banker in that city.

Mr. G. K. Hall Brutton appeared to oppose the application.

Mr. Hazelrigg said that the female **fugitive had been for four years a concubine of the banker, Chang Cheong-yim. Other members ui Chang's household were his three daughters, two amahs and a little girl. Chang had lived amicably with the fugitive, and knew of no reason why she should leave him. About the beginning of June, the female fugitive began to have clandestine interviews with the male fugitive in a boat, and evidence would show that on the 13th she made prepara- tions for her flight. Two days later she disappeared. When Chang re- turned home he found her room in disorder, and certain articles of jewellery. worth about $1,000, missing. Enquiries elicited the in- formation that the woman had come to Hongkong by train, and detectives were sent down from Canton to assist the local police in tracking het. The first witness called we Chinese extradition officer who testified that the seal on the requisi- tion was that of the Civil Governor of Kwangtung, General Chan Chiung- ming.

Mr. Brutton: From whora did

General Chan Ching-ming receive his appointment?

Extraditiog Officer: He was ap- pointed Givi Governor under the old military regime. The appoint- ment was recently confirmed by Dr. Sun Yat-sen when be was elected President of China.

There is a tal President of the Chinese Republic in Peking-I dare not say this.

Is it true that the Canton authori ties forbid anyone to have in his or her possession a copy of the Peking Government Gazette-I don't know. I don't read Government garettes.

What is the name of the President in Peking ?-Hsu Shih-chang.

He is the real President of China? Mr. Lindsell said it seemed unfair to raise such hopeless points about the legal government in China.

Mr. Brutton said his reason for asking the question was because the only government in China recognised by the British Government was the Peking Government.

His Worship said he did not think the South would admit that.

Answering further questions, the extradition officer said a faction of Chinese recognised Hea Shib-chang as President, while others regarded Dr. Sun Yat-sen as President. Every- one knew that the South did not recognise the Peking. Government, and vice versa.

Mr. Brutton: In fact Kwangtung has declared independence from"} Peking?

Extradition officer: Yes.

Has Sun Wen (Dr. Sun Yat-sen) been declared a rebel by the Feking Government 1-I am not sure. have not heard of it.
