Only 69,000 tons was the tonnage commenced, representing less than two per cent. of the tonnage in kand at the begiming of the quarter. This is very significant, indicating as unfavourable outlook in the near future. The total merchant tonnage building abroad was 2,669,000 tons. This was not subject to reduction on account of suspended or delayed work.
