"PRACTICALLY A STATE OF CIVIL WAR.

LONDON, April 8.

The railwaymen and transport workers have decided that unless negotiations are reopened between the miners and the owners or the Government a full Triple Alliance strike shall begin at midnight on April 12.

LATER

When the railwaymen and transport workers reached a decision as regards a strike the miners had not yet seen the Prenker. The latter in pursuance of a Labour member's suggestion in the House of Commons last night wrote inviting the mine-owners and miners to a conference at which the question of pumping would be primarily discussed. The mine owcers accepted but the miners replied raising objections There were subsequent written communications between Downing Street and the miners' executive who sat all morning without reaching a decision and adjourned until the

afternoon.

There was a fine array of trophies for which the thanks of the school authorities are due to a large number of generous subscribers to the prize fund. Ten thousand pottery operatives are now idle through the coal stoppage The engineering, lace, and printing trades at Derby are in- augurating short time. There is little doubt that the railwaymen are not enthusiastic for a strike, the first definite instance being the staff of Lime Street station, Liverpool, who telegraphed Mr. Thomas urging him to prevent the calling out of the railwaymen, declaring that it was a Bolshevist move and demanding a ballot. It is declared that not 20 per cent. of the rail- waymen in Liverpool will strike.

COMMUNIST MANIFESTO.

LONDON, April 8.

Cabinet ministers express the opinion that a national crisis of an unprecedented character has arisen and the defensive measures being taken are in no way provocative but would have to be adopted if a labour: government were in power. They declare the plans for dealing with the crisis very complete and are believed to be successful.

་་

Meanwhile the War Office appeal to "loyal citizens capable of bearing arms," especially ex-Service men, to enroll for temporary military service has impressed the public imagination with the extraordinary gravity of the situation; for simultaneously the executive of the communist party has fasued a manifesto congratulating the Triplice workers as regards their class solidarity and urging all workers to follow this splendid example, concluding that the triplice strike announcement "is the first actual manifestation of revolutionary purpose and intent.** --

On the other hand a silver lining to the overbearing storm clouds is the fact that the railwaymen and transport-workers have not been called out to the generally feared lightning strike, and as long as the men are not actually out the nation can hope against hope for eleventh hour relief. It 2, Li Kai Tsung. is understood that Messrs Clynes, Henderson, and Thomas are still striving to find a navigable passage and a safe harbour. Mr. Thomas to night appealed to the railwaymen at Paddington to do nothing to inflame the situation.

London, which was never more cheerful and busy than during the last days of bright sunshine has been staggered at the prospects of its seething Tife baing brought to a standstill by a strike forced on the nation by what appears to be the mismanagement of one industry. There have been expressions of sympathy with the miners who are faced with immediate reductions in wages in some cases of 50 per cent, but the obduracy of their executive in refusing to compromise on their claims has alienated any public sympatby.

It is an appalling prospect. The existing ranks of the unemployed have been swollen by a hundred thousand. Workless and moneyless men are wandering through the towns and countryside with possibilities of Sinn.
