LLOYD GEORGE HARS DABOUR PARTY.
LONDON, Maith-23. Lloyd George, speaking at a Commons luncheon, said the military danger which engendered the Coalition was past but greater, mare insidious, and more permanent dangers remained arising from new; keas and organisations that had suddenly risen to great power. Eren now the real danger of the phenomenal rise of the so-called Labour Party was not fully realised, just as the German danger was not realised. It had already destroyed the Liberal party and was fighting to destroy everything built up during generations, including private enterprise, the organisation of commerce, industry and credit, and parliamentary institutions. Whereas Labour in 1918 polled half what the Coalitionists polled, the Coalition had polled 225,000 and Labour 201,000 at the by-elections of 1920-21. If Socialism succeeded in mobilising the untrained and uninstructed new electorate, we would shortly see the triumph of a party without experience, with a policy dictated by irresponsible juntas in the background. He concluded by crging all who realised the danger to abandon their divisions, close their ranks and Eght the Socialists who were consolidating and uniting their forces and making gigantic efforts to secure the new electorate.

TRAVELLING CRIMINALS.
WORLD TOURS.
VISITS TO TEK PAR BAST,
The big robberies of jewellery in the south of France recently are a reminder of the ubiquity of the modern criminal. The thieves, may have been local men, but the proba bility is that they were importations from England or Australia or the United States, writes & T. Crook in the Daily Mail.
Criminals engaged in the "big push" are much-travelled men. The whole world is their hunting ground. A few thousands of miles are of little moment with thousands of pounds as the ultimate goal.
Expert jewel thieves, confidence tricksters, card sharpers, expenents of the "infallibla" betting systemgee. all at one time or another make tours of the world, if necessary, in order to pick up wealthy victims and by skilul nursing luff them into a belief that dishonesty is a silly rumour in- stead of an irrefragable fact.
Replying to a debate wherein the opposition, notably Asquith, had criticised the government's policy in Ireland and urged the government to secure a truce if possible before Easter, Lloyd George declared that the It does seem strange to the millions of people who have catefully government proposed to put in operation an act which was more generous to guard their shillings that than any previously introduced to the Commons. If the Irish availed them. men are to be found who will selves of it and chose representatives at the elections in May the parla-band over thousands of pounds to ments of the north and south together would form a constituent body fully comparative strangers, only to find when too late that they have been empowered to consider and recommend further changes. If they refused wickedly swindled. the responsibility would be theirs and the government would have to fall back on other measures for governing the country.

Lloyd George denied Asquith's implication that the government's policy in Ireland had failed after six months of experiment. He declared that he personally bad reviewed a number of cases in which the condemned rebels were found so blatantly guilty that neither he nor any other premier would be justified in interfering with the execution of justice. The government loathed these killings and counter killings but their indications of prepared opinion to discuss with responsible leaders of had prodaced no reply. He declared there never would be peace behalf of the Irish accepted in Ireland until somebody on the same responsibility as the government was prepared to accept on be half of England, Scotland and Wales. He was not ashamed that the government had hitherto failed to solve the Irish
rish because some of the greatest men in the bistory of England-had previously tried and failed He appealed to the House to assist the government to take the only steps available to establish authority in Ireland to such an extent that the real mind of Ireland might have free opportunity to declare itself.
INDIAN OPIUM AND CHINA.
In view of the fact that he understood there had been an extensive recrudescence of poppy growing in the provinces of Fakien and Yannan, and that owing to the disorder in China many other provinces were also rapidly drifting back to the situation preceding the opium treaties, a member asked: "Is it proposed to continue the opium policy in India whereby Indians are taxed higher and the Chinese reap no advantage?" Mr. Montagu replied that it was not proposed to change the opium policy of the Raj as a result of any recrudescence of poppy cultivation in China. This matter was now governed by the Hague Convention, whereunder as China prohibited the import of epium India was bound to prevent the export from India of opium to China.
INDIAN ARMY.
Replying to Joynson Hicks, Montagu stated that on his recommenda- tion the Premier had decided to submit the military requirements of India to a sub-committee of the committee of imperial defence. Pending the decision of that committee the Indian army would not be further reduced:
REPARATIONS.
The House formally passed the first reading of the bill ratifying the Hungarian peace treaty.
Replying to Col. Benn, Mr. Shortt repeated that the Allies represented at the London Conference had agreed to obtain from their respective parliaments powers requiring their nationals to pay a proportion of the payments on the purchase of Germag goods to their governments, and of the Allies unrepresented at that Conférence, Portugal, Siam, and Rumania bad stated they intended to take similar steps.
NEW L. G. PARTY?".
A fool and his money, we are told, soon part; yet, as a matter of fact, it is the man who regards himself as shrewd and careful who is most sought after by these ingenious in- triguers. The fool is apt to be too suspicious; and, anyway, he has not much money.
Every liner that leaves this country has among its first-class passengers criminals who are making the voyage for the pleasure of "working."
They spend money freely, make themselves agreeable, mark down their victims, get to know all about their business, and at the journey's end it may be the United States, in old England fleece them" of all Australia, the Far East, or back again their money by swindling, if this has not already been done by card sharp-
ing.
Not long ago à confidence trickster, since dead, went to Australia for the benefit of his banking account. He paid his expenses at cards on the way out. On the return trip he met a wealthy fellow-traveller. They oc cupied cabins next to one another.
By the time they reached Plymouth they were old chums. A luxurious motor-car took them to London. The new fjend was introduced to other charming friends, who took him out to lunch and dinner and the theatre and spent hundreds of pounds, în entertaining him.”
Within a month he had given his friends a cheque for £12,000 because he was told that a certain horse was bound to win a certain race, and in any case the money, was sure to be returned to him.tenfold. The usual awakening came..
Card sharpers in the West End are now having rather a rough time because the police will not leave them alone. One of these gentlemen went to New-Zealand eighteen months ago came back by way of Australia, the without a penny in his pocket. He United States, the Far East, Germany, and France, and when he arrived in London again he deposited £4,200 in bis bank!.
The formation of a new party under the leadership of Lloyd George was foreshadowed by Sir Ermest Wild, presiding-at a luncheon in the House of
